Government Leaves Position "King" Unchanged

THE HAGUE, 20/09/00 - "The past and present have demonstrated that the monarchy can renew itself and adapt to changes in society as needed," the government's 'monarchy memo' states. Changes to the position of the King, as the monarch continues to be called in the constitution, are not necessary.

The memo was produced in answer to lobbying from various politicians, including center-left (D66) leader Thom de Graaf. He instigated a discussion on the position of the King in the government, as chairman of the Council of State, the government's highest advisory body, and in Cabinet formations.

In its memo, the government explains that the King has no constitutional powers. The King does form part of the government, but is not a member of the Cabinet, which decides on government policy. "This is where political responsibility lies," the memo states.

Concerning the position of chairman of the Council of State, the government maintains that this is a purely ceremonial function, and there is no reason to change it. The heir to the throne can also be present at the meetings of the advisory body, in order to gain an idea of the issues affecting society.

In Cabinet formations, the King represents the continuity of government. The monarch is the only member of the government who remains in office. The parliamentary leaders of the parties play the main role in Cabinet formations. The King merely acts within the limits of the recommendations made.

The government is willing to make some concessions to the increased media attention for the Royal Family. A middle course is needed between openness and the private lives of the Royals. Prime Minister Wim Kok stated in his verbal commentary that "we should not be too concerned" if a microphone picks up a remark made by a member of the Royal Family. However, this should not be immediately put into a context of ministerial responsibility.

The Prime Minister regarded the announcement of the "friendship" between Prince Willem-Alexander and Maxima Zorreguieta as a step forwards. It did not appear, though, until the media were full of the relationship. A year previously, the end of an earlier relationship, between the Prince and Emily Bremers, became known in a way that displeased the National Information Service (RVD).
